Baldoyle Forum wishes to engage the services of a consultant to support the Board of Directors in the development of a Feasibility Study to explore the Development of the Baldoyle Community Centre.


Key Objective

The main objective of the work is to explore the design and cost of the following:

Replacement of 2 metal containers with permanent buildings to house a Childcare facility, art room and Holistic centre.
Build an extension at the back of the building to provide a reception area and coffee dock
Develop storage space for water sports equipment and an accessible pier.
Background
Baldoyle Forum Clg was formed in 1996 and is located in the Baldoyle Community Hall in Baldoyle village beside the nature reserve of Baldoyle Bay. It is a small, non profit, self-funded community development organisation and a registered charity run by a voluntary Board of Directors. Baldoyle Forum Clg was originally set up with a primary aim to encourage employment and social enterprise in the Baldoyle area.

The Board of Directors manage the local community hall and facilities on behalf of Fingal County Council. A small management assistance fund is received annually from Fingal County Council towards the costs of operating the hall with the remainder of the costs being self-financed through the short-term rental of offices to local businesses and a number of fundraising activities. Over the past few years Baldoyle Forum has invested in the building to bring it up to building safety standards by installing a fire escape, fire escape doors and centralised automatic fire detection system. Additional security is provided by 24 hour CCTV covering 4 different locations.

The building comprises of a large hall space which is currently used 7 days a week by over 20 local and community groups. The facilities are also available for the local community to hire for functions.


2. CONSULTANCY REQUIREMENTS / KEY TASKS:

To explore the design and costs of developing the facilities at the Baldoyle Community Hall in the form of an extension to replace the metal containers and add a reception and coffee dock area.
The information should be in the form of 3 options:
Cost of setting up an independent coffee dock with outdoor seating area
A small extension to provide a coffee dock and reception area
Removal and Replacement of 2 metal containers with permanent building and adding an extension to house a reception and coffee dock. Moving the main entrance into the hall area.
To regularly report to the Baldoyle Forum Board of Directors.

3. PROCESS

The work will be carried out in partnership with Key Stakeholders: Staff Team, Board of Directors, Fingal County Council and other relevant organisations.

Details of general experience and specific track record, qualifications and credentials of the consultants proposing to undertake the assignment.
