The purchaser requires tender bids from builders to build a house in Menlo and depending on the bids received he/she may enter a dialogue stage with one or a number of the preferred builders. The house is to be built as per the approved plans and to be at or close to a Passive House Standard (*see note and links below) and for further details the Reference Number in the Planning Register is 15/537. Documents 11 and 12 are uploaded and are in the planning file and please look at these as they detail the sections and requirements of the build. We would like a cost for building this house with (1300 sq ft) and without (approximately 1130 sq ft) the Master Bedroom.
We would like you to address each of these points in your tender bid and as numbered here:
1. Please provide prime cost sums & provisional sums for the house and its fixtures & fittings. Itemised prices for kitchen and its wares, showers/bathrooms and their wares, heating source, heat distribution system and plumbing, house painting, garage, sewage treatment works.
2. All site works (roads, entrance, walls etc) to be as drawn in the plans (Reference Number in the Planning Register is 15/537 and links are provided to this below) and retaining the stone walls in and around the entrance. You should provide a provisional cost for site works detailing what you plan to provide and a final cost can be agreed with the owner and/or engineer should your bid be the winner. Please note the conditions of the planning permission with respect to the laneway accessing the house, we had originally looked for the laneway to access the back of the site but the Planning Office granted permission for a laneway closer to the main road and near the entrance for a thatched cottage. Both of these access points are drawn on the site plan but just one needs to be constructed, your costing of this should be adjusted accordingly to construct only the laneway and entrance as per the permission granted.
3. You need to confirm with your tender that you can and will provide tax clearance statements and copies of private and public indemnity insurance should we go to a dialogue stage with you. If you intend to subcontract please explain what is the exact situation with the insurance cover for those subcontracted.
4. You need to confirm your capacity and qualifications and whether you or any of your staff or subcontractors have attended courses for Passive House building or similar. You need to confirm that you can and will provide these for inspection should we go to a dialogue stage with you.
5. Raft Foundations and structural work to be certified by a corporate Engineer, employed to supervise stages and final Certificate (to latest Regulations & Standards). A site management schedule needs to be provided by the chosen builder. All works must satisfy Engineer and/or Architect and standard and regular checks will be made at the relevant building stages and will require sign off. Any changes for example to a material use, fixture, building item or feature, fittings, door type/furniture are to be cleared and signed for by Engineer and/or Architect. Please confirm this is acceptable.
6. Please provide references, contacts or links for house(s) you have built previously.
All painting to clients specification and when providing your itemized cost please provide a description of what you provide for that cost with respect to each item so that any changes to that can be agreed with the client. You will note from the plans and schematics that the house has significant insulation quantities in its wall cavities, floor and roof elements.
If you need to do a site survey please request access and directions to the site using the email vincentcarragher@gmail.com and please confirm that you have appropriate insurance to carry out the survey on the site in case of any damage to you or your property.
Deadline for tender submissions is 23rd June 2016 and should be made on the tender portal by 9pm and preferably also to the email vincentcarragher@gmail.com by 9pm on that date.
Further relevant information on the project can be sought at this email vincentcarragher@gmail.com on or before 9th June 2016.
The purchaser retains the right to procure a builder using other methods should the bids received or the conditions of those bids be unacceptable.
*Note:
Documents 11 and 12 and the BER detail show sections of the build and are specific with respect to the components you should price for. In addition the build is to be passive or close to Passive House Standard. The provisional BER for the house is an A2 using an ASHP (you can find this in the planning file and at the link below). The levels of insulation in the walls, floor and roof elements can be determined from this BER and from the schematic drawings (in the link below). We are open to the builders (your) ideas initially and any improvement of the A2 performance of the building moving the house closer to a Passive House Standard would be welcome; please clearly detail these improvements and any cost implications in your tender. In any case the house will be well insulated and have small air leakage (estimated permeability 0.13). A Passive House would require only MHRV for recirculating air and this MHRV would have no heating coil ideally. Because of this there are 6 stages where the client will assess the build based on agreed criteria; these stages are selected as we want to create an air tight envelope and these stages are post wall chasing or penetration for electric cables, post wall penetration for plumbing, post roof-membrane preparation and sealing, post window reveal preparation (prior to window fitting) and post window fitting (prior to external plastering). An air tightness test will be conducted prior to plastering so as to identify leaks and these leaks will be addressed and their success will be assessed using another air tightness test. A further air tightness test will be conducted post plastering to finalise the test figure (in total this requires 3 pressure tests). If the builder has specific ideas on how to bring the house to Passive house Standard they should be mentioned and if there are cost implications please make these clear. It is intended that all conditions, criteria, checks and stages will be firmed up, agreed and signed off prior to build start.
Tender evaluation will chiefly use quality, energy efficiency and cost criteria. We are looking for tenders and a builder to provide an affordable, quality, energy-efficient house as per the planning file in the Galway City Planning office and if they can to bring this as close to passive house standard as possible.
